Kingsley House provides services to 150 infant/toddlers and their families through the Early Head Start- Childcare Partnership (EHS-CCP) Program. The service area for the partnership is the Metropolitan New Orleans area (i.e., Orleans and Jefferson Parishes). All nine partners are located within high poverty areas. The service delivery model was chosen to meet the comprehensive needs of low income families and children in Orleans and Jefferson Parishes and provide early, continuous, intensive, and comprehensive child development and family support services. Comprehensive services include health, nutrition, behavioral and family services. In addition, parent engagement activities, governance, management of advisory committees, and professional development is provided at all nine centers.

The partnership helps regulated center-based providers to leverage their funds to provide high quality learning slots in their community. All nine partners are required to meet the Head Start Program Performance Standards and demonstrate strong alignment with other Federally, State, or locally funded early childhood programs.

Eligibility

Families with children age birth through age two are eligible for Early Head Start. Families must meet the requirements of Dual Eligibility, which requires families to be eligible for both Childcare assistance and Early Head Start. Children and families must fit into at least one of the following categories:

  • Families with incomes below the Federal poverty level
  • Families eligible for the Temporary Assistance for Needy Families (TANF) PROGRAM OR THE Supplemental Security Income (SSI) program
  • Children who are experiencing homelessness, in the child welfare system, or who have a disability

Impact

  • 150 infants, toddlers and their families receive high quality center-based early learning services and supports
  • 90% of infants achieve essential developmental milestones in gross motor, fine motor, cognitive, language, self-help and social and emotional skills
